Ukraine ranks second in Eastern Europe and Central Asia in terms of new HIV cases.

The estimated number of people living with HIV in Ukraine is 244,000. As of January 1, 2020, 169,787 people living with HIV were officially registered, 136,105 of whom are on ART.

According to UNAIDS 2018, the estimated prevalence of HIV among the adult adult population aged 15-49 is 1.0% [0.7% among women and 1.2% among men]. The epidemic is concentrated in the main risk groups, with a prevalence of 22.5% among injecting drug users, 5.2% among sex workers and 7.5% among men who have sex with men (IBBS). 2017).

The share of sexual transmission continues to increase in the structure of HIV transmission routes (65.6% in 2019, compared to 57% in 2014).Most of the newly registered cases of HIV infection are among people ages 25-49 -84,7% cases.

Challenges to controlling the HIV epidemic in Ukraine include: need to improve the regulatory framework, improve HIV surveillance, and increase access of key population groups to high-quality HIV testing services at the level of communities.

The health care reform have discovered to new challenges: guarantee universal access to HIV prevention, testing and treatment, regardless of the ability to pay for these services.
To combat the epidemic, Ukraine has taken a public health approach, and in 2019 the Cabinet of Ministers of Ukraine adopted a new single Strategy in the field of combating HIV / AIDS, tuberculosis and viral hepatitis until 2030.
The strategy uses a patient-centered approach that focuses on prevention programs targeting key risk groups, while expanding access to treatment. It has strategic goals for HIV, TB and hepatitis.
At the same time, the new Public Health funding system has gaps in ensuring the sustainability of services and bringing care closer to people.
