Zoya Shabarova, MA
HIV/AIDS Advisor
Drs. Zoya Shabarova is HIV/AIDS Advisor for AIDS Healthcare Foundation (AHF) in Eastern Europe. She plays a key role in providing continuity and stability in the management of AHF’s existing programs and overseeing the strategic management for projects in the Russian Federation and Ukraine.
With more than 20 years experience managing Public Health development assistance programs, Drs. Shabarova has been instrumental in providing strategic direction and in assisting policymakers and program managers in developing policies to improve access to quality health programs focusing on HIV/AIDS, infection control and primary healthcare. Other notable positions include her work with the American International Health Alliance in Washington, DC where she served as Regional HIV/AIDS Coordinator, Acting Regional Director and Director of Special Projects. She also worked as a researcher for the Ukrainian AIDS Prevention Center in Kiev and the Ukrainian Branch of All-Union Scientific Research Institute of General and Forensic Psychiatry.
Drs. Shabarova holds a postgraduate certificate awarded in 1995 from the University of Minnesota having completed its International Fellows Professional Development Program in Public Policy and Management. She was awarded the program’s prestigious U.S. Government E. Muskie Fellowship in 1994. Drs. Shabarova also received a Candidate of Science degree in Psychology from Kiev Scientific Research Institute of Psychology in the Ukraine in 1990. She received her Masters Degree in Psychology from Kiev State University in the Soviet Union in 1985.
Drs. Shabarova has also been a strong presence at the International AIDS Conferences having attended numerous times beginning in 1993 in Berlin. She was also in attendance at the 1996 Conference in Vancouver, at the 2002 Conference in Barcelona, at the 2004 Conference in Bangkok, at the 2006 Conference in Toronto, and at the 2008 Conference in Mexico.
