The Epidemic

About 90% of new HIV infections in Eastern Europe and Central Asia happen in Ukraine or Russia. Lack of services for injecting drug users, stigma surrounding men having sex with men, and limited access to affordable condoms and HIV testing have presented challenges to controlling the HIV epidemic. Over half of new HIV registered cases are from heterosexual transmission, still, prevention and testing programs targeting general population are very scarce. Frequently changing legislation and unwillingness to change service delivery model are also barriers to improve the control of the epidemic. In 2013, despite important scaling up, still as little as 30% of those in need of ART were receiving it.

AHF in Ukraine

AHF Ukraine program priorities are driven by the AHF mission and focused on:

  • Provision of high quality medical services on AHF sites
  • Testing and prevention
  • Linkage to care, socio-psychological services
  • Advocacy

Operational outreach

Responding to the low level of access to treatment in the country, AHF started to support ART clinics in Ukraine in 2009, and the first supported clinic was on the premises of the Odessa Oblast Hospital. Odessa is seaport city with one of the highest percentages of HIV positive people in the country.
Today AHF’s HIV treatment locations include two outpatient ART sites in Kiev and 22 decentralized ART sites in smaller cities. We also offer provider-initiated HIV counseling and testing through six sites in Kyiv and the surrounding oblast, testing patients at clinics that provide tuberculosis treatment and prevention services, services for drug users, family services and STD treatment. In 2012, over 29,420 people got tested as part of our rapid testing initiative and 139,000 condoms where distributed.
AHF- Ukraine is member of the International NGO constituency at the Country Coordination Mechanism, which oversees grant implementation of the Global Fund in Ukraine. We strongly advocate for expansion of access to treatment.
